As far as I see it no, in both cases someone who doesn't believe is being "baptized" without their consent, but it's also harmless and holds no effect on the person in question.

All of the above. Salvation is a process that is not finished until we die. We are saved when we are baptized. This is what enters us into the New Covenant, but we are on the right path when we come to Faith, whether this happens before or after baptism...
