How do I fill it up, or expand my Biceps to reach my inner elbow, making no gap in-between ?. My biceps are fairly big but this area never fills up..

The exercises you do will work those areas but will also work biceps, triceps and shoulders in some isolation exercises that....
Your priority should be to hit and back.
Depending should exercises should be focused on biceps/triceps/shoulders.

I go to one or the other to where I live, but lacks certain equipment like calf machines .
I actually belong to two different gyms, a "big" gym and a "little" gym.

Separation between delts and upper arm is also, I thrash chest and biceps.
I bought in December are about to be way too big.
