If you have a car that runs 12.0 or slower and it has SFI belts can you just remove the date tag and run them? We run IHRA here, I've had this argument with the NHRA techs and they seem to think it's safer to remove the out of date SFI belts and pit in...

All the 3 of my current cars have a terrible seat-belt arragement for the middle-person on the rear seat. There's just a long belt which you have to pull over your lap; I believe that's called a lap belt.
Now, this belt would hardly save you from banging...

My 118NE didnot have a self winding seat belt.
As you said the 3 point seat belt keeps the occupant more secure than the lap belt.

As long as the car is being driven, someone must be in the driver's seat and therefore that airbag would sensor for the driver's seat in stock configuration, since as long as the car is being driven.
