Like if you cannot afford to pay it all at once, you can offer to pay a certain amount every so often until it's paid off, usually they will work with....
They send you a shutoff notice, and you can call them to make arrangements to pay.

DH paid it off.
I paid off a lot of DH's bills DH had when we got together was a phone bill BM had run up when they were together.
Never had to pay a bill for my husband, he is a very proud man.
