As I understand it, the current theory is that black holes eventually evaporate. But to do this they need to lose mass/energy. So why do they not stop being black holes when they no longer have enough mass to overcome the force of gravity?

Matter would fall faster than light speed. Matter would first reach light speed on the edge of a black hole. Then since there is even stronger gravity inside a black hole matter would then be propelled faster than light. Either way black holes fail.

I was thinking what if we are in a black hole and black holes form within black holes and new universes are born within black holes and the matter is infinitely iterated? If that was the case though it would stop at one point but maybe matter is infinite...
