TrafficCast has signed distribution agreements with traffic equipment providers all over the US to sell their Bluetoad product.
Bluetoad acquires bluetooth signals from cars as they pass by. Mainly it tracks EZ Pass transponders not so sure about phones...

Reading their PR (see highlighted) it seems they can track any device that has an active BluetoothInteresting, but based on the PR I don't think they track EZ Pass Toll Tags since they use that as an example of how much cheaper this solution....

Can't get much simpler. It's a 2x3x1" unit. Plug into an outlet and connect the included cable between the unit and an unused input on your audio equipment. Go to BT settings on your phone and pair the devices. Shows up as "iSpeaker". Setup time < ...
