Windows will boot up and the Screen goes to a color similar to THIS. I don't know what's wrong. I think it may be my dedicated card because It runs off integrated like normal. Please Help! I hope my card isn't dead. =[ for some reason this whole thing...

Is it a laptop? what....
If that is fine either the cord went bad (try using another monitor and see if it fixes the problem) or the integrated card could be going bad.
Check your connection between your monitor and your motherboard/video card.

I've just tried installing my old graphics card(an ATI HD 5770) into my grandfather's computer, and it doesn't seem to be POSTing(no beeps). I also installed a new 550w PSU, which I thought would be enough for it, replacing the 250w PSU he had in there...

Have you tried putting the card in and clearing the BIO, This happend to me once and clearing the BIOS let me see it boot up enter BIOS, sett the GPU and boot..
What PSU should be fine for that card.

Do you have a spare video card to try out?
have you tried a different PCIE slot?
Can you try and put the video card in a mates computer?
Did you make sure the 8pin/6pin cables are plug in properly to the 6970?
sounds to me like a busted ....

When Win 7 went RTM, I upgraded my laptop from XP. But to protect myself against the possibility of having data inaccessible, I got a new disk and put it in the laptop, and took the old (XP) disk and put it in a USB enclosure.
