To import the bookmarks from either google toolbar or firefox go to Wrench Icon > Options Personal Stuff tab > Import data from another browser and form.
Very frustrating...

And Google Bookmarks are good for syncing your bookmarks
I've used Firefox Environment Backup Extension (FEBE) to sync add-ons, bookmarks, etc..

Doesn't look like anything has been done with it yet though, as far as making it hosted on personal servers/computers .

Chrome should have.
Chrome is their browser, and Google Accounts is their system.
