Can you burn an own copy of games for the xbox 360 console to have for yourself to save your original disk like with os and office dvds?

First the No - You can't do this as the disks are not just normal DVDs, they have... .
They won't play unless your console is "modded", which is a big no-no (voids the warranty, and I think MS recently kicked out modded consoles from XBox Live.)

You can burn a PS2 ISO using Nero.

Should be like this ---> File.R01 (sometimes you might get an R00 if so right click on that one)
Choose to extract to a folder (third option for extraction... also it will prob be the same name as the file you downloaded...

Because of the manner in which supply works in this game a city is not an option for AACW.
It will render the city useless for several turns.
In some other American Civil War games, this is actually an option, to utterly.

I've tried numerous times to burn/backup my PS2 games...yet they don't work. The programs I have are Nero StartSmart and Nero Express 6.

Do exactly what you were doing atm to burn your games, just use, and it will burn....
Rubbish.
Once its done youre ready to play.
Now hit run, and it will burn your game.
In fact, I havent really noticed a difference.
