You can install SQL Server 2005 with client tools without installing the database engine, or other SQL Server services .

SVN can be really easy to set up.
Check out Sourcegears website.
It implements source control and Issue tracking (the 2 vital activities for development IMHO) and is very cost effective.
I would look at Sourcegear's Fortress.
Not to be too defeatist ... ... but if the company doesn't care about software, is it really down to us to just piss in the wind and do the best we can? I've read answers here that mention convincing managment about the bottom line benefit of good software...
