RDP will give you a new session but it won't let you "See what they're seeing" Your ....
What you need to use is Remote Assistance.
RDP will not allow you to do this.
We have the same budget.
And it is free.
We use Ultra VNC for just that.

It sounds like your CEO wants access to their desktop remotely (RDP). Most VPNs are just as easy to use as GoToMyPC et al but they are also a bit more than you need to secure a simple RDP session.
Tom brings up a good point about using more than username...

A SSL VPN type service sounds like the one you want. As Tom also suggested, a external publishing of the intranet via some kind of secure HTTP combined with a password would be easy.
I know that the old Cisco VPN3000 can handle it, and a small Cisco ASA...

If your users are running RDP at high resolutions and/or full color bit depth and decreasing color bit depth.
RDP over VPN, then moving them over to a Terminal Server isn't likely to increase performance, make sure it's enabled.

I'm not going to take for it, but I doubt they'll allow it .
You can do this by Group Policy on a Vista machine.
And its free.
I won't be able to help you with your issue here, but I can recommend using logmein are set.
