Firewall in your way?
Some firewall consider the VPN as a stand-alone inteface, thus applying either NAT ploicies and/or Firewall rules on that interface .

It works when you manually restart it, because your shell has the ORACLE_HOME set properly, which... .
It sounds like the init script that starts Apache doesn't have the correct environment variables set (the script probably lives somewhere in /etc/init.d ) .

I have not tested on windows. but in ubuntu when you disconnect from the network, start Apache, and enter localhost in any browser, it does not show the page it is supposed to show.
