to just buy clunkers on the open market and crush them. Paying cash to people who buy new cars gives

Over 18mpg is so more "american" cars will be eligible. But it appears most people are buying cars
that get over 30mpg. Which tends to be "foreign" cars. Unless they inflated the MSRP $4500
This is why they give you more if you buy American... trying to falsify demand.
