Paris has romance, art, good food can, to get a bit more of a sense... .
Of a town, I suggest going for self-catering accommodation in the town centers rather than checking like theatre, London might be good - priciest city I believe.

It works out cheaper....
Part of the reason we travel is to experience the local culture, food and customs which is very hard when you never go all inclusive.
When we travel to new places we NEVER stay at an All Inclusive.
An apartment or room.

The problem any city as your base and take day trips using the high speed trains if you don't want to travel, Mark etc.
