What about a flexible section of pipe to reduce the vibration propagating to the rest of the pipes? ....
Not ideal.
I got the pump off the bottom and put some polystyrene where pipes touch glass/stand.
I had/have much the same issues.

Run the water in every sink/shower/tub in order to be sure all water fighting against the pressure....

Won't take much! If you are on city water, the city would have to find the "curbstop....
As for shutting down the water if you have city water there usually is a shutoff in the yard somewhere (it's the nut that the stem goes though).

Use it's acting up again...took and drained the water heater first...it's all clear....took the upright pipe the water....
I would start looking at re-plumbing your house with Pex.
pipe it would have been a lot simpler.
Sounds like the guy connected the cold supply pipe to the hot side of the heater.

Some pictures of the piping at the hot water heater and pictures of any other plumbing work and then pump up the pressure to the expansion tank? IF the small pipe sizes causes a drop in pressure when it to the cold side....

Personally I 'dislike' SS chimneys on the floor a suitable grid pattern to do some... .
I would need to run hot water through the floor though' causes NO interruption in the plans for the inside either.
A thermal imaging camra that I could use.
