Most cell providers usually give out email accounts to their users, and sending a mail to said account will more likely than not redirect the mail to their cell via, they provide simple REST based API....
With any web-app is through e-mails.

I recently had to help a friend with a new cellphone on MTN and was amazed remember in all the years using cell phones....
This to me indicates overloaded systems that a Telkom call cannot be routed to the cell tower in the area I am in.
