Say I choose to donate $0.01, a single penny, to a charity. How much does it cost them in administrative overhead, record keeping, data entry, automatic mailings and such to receive and process that $0.01 donation?

Are there payment gateways that only take a percentage of whatever money is paid, but that have a very small up-front startup fee?
I want to set up a payment gateway for a charity.
By the way - is there any harm in just accepting donations through paypal...

Paypal doesn't charge charities the fees that other payment gateways will, so this is your best bet..
Many opensource projects use paypal for donations, I guess there is no problem with that .

I need to help a human rights organisation to setup a donation page at their website. They have tried PayPal and GlobalGiving and they found some glitches with these services like ceiling, transaction fees, etc. They want to setup their own mechanism....

You can build as simple as a form that whole bunch of fields and sends all these result to paypal... .
Sounds like you are looking for something very customizable here, what I would recommend you is to do some custom coding or leverage solution like wufoo .

If I was you, I would use Access as it suits your needs perfectly - You can set up a database in no time at all - simply one field for each question that would of been on the paper, then you can either import it directly in to the program you will be ... .

Please someone tell me that the amazingly exorbitant shipping costs on the auctions are because the extra will be going to charity.... I don't mind giving the money to charity, but I have a hard time giving someone $7.25 to give $1 to charity.
