I assume the ranked games , or at least premades all require vent or some other voip. How come no built in voice chat to help curve that gap for solo Q folks who want better team work.

I'd assume built in voice chat hasn't been implemented because like you said, a lot of ingame voice who want a voice chat can use skype, vent, or teamspeak, (or mumble, or....), but for those games with the absolute ....
