Pinar del Rio could prove an issue agains Habanos or Cuba Cigar But,
PDR Cigars is no problem at all.

I have found Nicaraguan Cigars are pretty nice too.
Actually been to Cuba a few times, the cigars are quite good.

We are building a small cellar (4'x5'). Assuming I can keep a humidity level of 70%, is there any reason that I shouldn't put my cigars in this room too (small humidor about 100 cigars)?

Depending upon how many cigars you have, a simple box in your room-temperature room should to humidify.
