You can get gta 4 AND gta episodes from liberty city AND ballad of gay tony in a bundle.

I have played both of them and GTA Vice City was so much of fun that I completed it 3-4 times.

I've never play the original GTA4 for the PS3, will I be able to access the entire city in episode for liberty city? Will I miss a lot of the story or don't understand what's going on?

There's no need to play gta 4 firstYes, you can access the whole city.
From liberty city is 2 completely separate stories.
