I think it may have to do with reputation - clubs don't want to loan players....
I have seen the "not willing to discuss a loan deal between both clubs" but also I have loaned players from other EPL clubs, so it is possible in some cases.

Last time I was in the one in Loveland, Co, they had all kinds of Ping clubs they are slightly used as Ping & Titleist don't waver there sticker price.
