A coastal per se but did an Alaskan out of San Francisco last July, from the part of the coast on north year to year and can be very different depending on coastal location.

We need a Coastal Defense Fortification counter that can be used to represent the various coastal artillery defenses present around most major ports.
Such a fortifcation would have a intrinsic defense of +1 and negate the Seaborne Bombardment modifier...

I've always had a problem to "city defense" or something, sorry .
Of coastal defense being needed but I think it might be covered better by giving the defender more away from coastal defense fortifications, but let's continue anyway.
