Doesn't ever shut off? you have cold water always dumping IN or the relief valve is open and at the same TIME letting cold water in to replace the hot out..

You can do check a water....
But if not it sounds to me you have a closed tank system and you need to vent the tank to let the water in.
That should clear the airlock ****.
On and let the mains water into the bathtap for 30 secs or so.

Ummm i don't think so because doesn't water have to get cold to freeze? if water is too hot, then it will start evaporating (steam) and if it's too cold, it will start condensing (turning into ice).
