What is the purpose of companies doing a contract to hire position? Why not just do direct hires? Is it protecting them in some way?

In big companies those two budgets are discussed separately :-).
Companies are also generally more sensitive to fixed costs (hires) vs expenses budget for the departement.

Its probably....
Its only when companies get larger that they start to specialise, and then acting as a business analyst.
Now, if smaller companies, they don't tend to have 'roles' like that at all - you're expected to do everything as needed.

Well, just interested in the work they do and they (at least, the good companies) will appreciate it.
I suspect that some companies would welcome that sort of question, but others may not.
