That might work - until companies start 'proprietary' extensions that they don't want to share, and that licenses the use of the source code to the other companies with the stipulation that modifications get is goint to solve it? Company....

In big companies those two budgets are discussed separately :-).
Companies are also generally more sensitive to fixed costs (hires) vs expenses budget for the departement.

My company is setting up a partner company. Some work may be subcontracted from one company to another. In these cases it would be useful to be able to share email domains, disk storage and so on.
I'm not sure how one would set up email address sharing...
