Making the same graphic in 8bit color, much more visible banding.
I just made an 800x600 graphic, 32bit color, and a white to black gradient - only minimal banding.
Is to turn up the colour depth.

It may be ....
Sort the Task list by CPU and then watch which programs bubble up to the top of that list as you work in PS .
Have you done any troubleshooting out side of PS? For instance, you can right-click the Windows Task bar and select "Task Manager" .

Does a discrete graphics card give any benefit over onboard graphics with respect to monitor calibration? Or is that totally irrelevent...

No, there is no advantage....
No need to go overboard though - photoshop is not needing gamer harware.
I'm not sure about calibration but a discrete graphics card will give some advantage with respect to OpenGL / OpenCL accelerated editing programs.

Take some computer graphics books (gpu gems, shaderx) and see some tutorials and demos on the web other libraries which are useful for games which are unrelated to graphics such as sound and input is something that is more or less....

For Photoshop,
going out to the swap disk is probably the biggest performance, for example with the new 3D features....
On the whole, though, Photoshop is still a 2D application.
Are changing, for example with the new 3D features in CS extended .

Paint Shop Pro is cheaper compared to Photoshop but I would like to know the difference in terms of quality of designs, user-friendliness.
The latest PSP can pretty much do anything that you can do using Photoshop with their upgrades and improvements....

PSP is a very capable all purpose graphics tool to be a graphics....
Aren't new to any graphic software, you shouldn't have too much trouble understanding Photoshop, a beginner yes, but that would be with any graphic software.
