Hello....My tractor runs great and no issues other than the PTO wont engage the mower deck. I just brought it home form dealer and they are telling me needs about $700.00 in parts and 16 hrs labor. Dam Dam Dam! I'm wondering if I should sell the tractor...

The $700 in parts seems high as does the labor time .
The tractor is worth fixing.
You need a better dealer.
It does not take 16 hours for a competent mechanic to change a PTO .
That's a classic example of a dealer who doesn't want to help you .

Im not getting any power from the headlight or high beam connectors.
I traced the wires back to these relay's. (disconnected in pic) I am getting constant power to the low beam relay and also power to the high beam with the switch toggled. I am getting...

I got a new chain and sprockets....
I'm unsure of what that wire is though and I have no idea on the headlights .
I would replace both tires and the chain as well as the sprockets .
The fluid is your coolant reservoir, the screw is the idle adjustment .
