In general, I wouldn't rely on apache_* if I really had to .
Double-check that the missing header is not in the superglobal $_SERVER .

Apparently, this did.

I had, and confirm that none of them reference .NET 1.1.
EDIT I belive I've confirmed what caused the problem.
