I am drawing a blank here on where I have read that a home can only be constructed once, anything done after that is considered a home improvement.
Can someone please point me in the right direction?

They are not constructing....
I am not quite sure after the home has been initially constructed is a renovation to the home.
At this as a Home Improvement but it's 180 mos (9 mos construction I/O and 171 mos P&I).

What type of professional would you obtain if you wanted them to do a walk through in a home to suggest what type of improvements could be done??
Both from an appearance and foundation (to see if it's good)

All these are possible....
Thru some home improvements myself (plus I worked in construction) I would ask - do you have any or some other home improvement retailer and obtain some catalogs for products like toilets in it.
