In an attempt to deploy "just what is needed" for a project into production, I would like to see one folder per extension .
Just applying YAGNI here.

Hello, I am interested in reducing the file size of my application. It is a MFC/C++ application built with MVC++ in Visual Studio 2008. UPX does a good job of reducing the final exe to about 40% of its original size but I would like to reduce it more....

Removing headers can result in somewhat shorter build times, but as what they contain is mostly declarations (which you will need at some point anyway) they should have little or no effect on the size of the final executable... .
You are probably wrong in this.

It's great to ask for community involvement, but the project leadership should be able to give a core mission... .
I think it's really up to the project to define why we might want to use a new API instead of tried and trusted one such as Apache HttpClient .
