Reconstructing the list is as simple as....
Web services are supposed to be language agnostic, and since List<T> is part of the .NET framework, it can't be part of the serialized return values .
I believe you'll have to reconstruct the list yourself.

Then you would need to geocode the coordinates, perhaps using the Google Maps API , so... .
You would need to use a service, such as one from Hostip.info (they have an API ), to get the longitude-lattitude coordinates based on an IP address that you supply .

I've been asked to explore our options.
They don't wish to move the server physically because it's a lot of work and there will be no one to take care of things if something really bad happens. Optimizing the website itself probably won't do much good...

There's nothing in Microsofts license agreement about which country you can use the license in.

You need to research for each country and build such a list it for? If it's a web application that resides on servers in a country X you only need to comply with that country requirements.
I do not believe such a list exists.
