Where does cPanel/WHM store its associations between users and their MySQL databases? I can't seem to find anything in /home/$USER, or /var/cpanel, or /etc/..

Last time I was unfortunate enough to use cPanel.
I think that is in the CPanel database somewhere.

I manage a cluster of cPanel shared hosting servers and am considering utilising cPanel DNS only to run two (or more) dedicated DNS servers separate from the hosting servers. I'm hoping this will give me much more flexibility in moving hosting accounts...

Is there some sort of plugin for cpanel or at least something I can use on the admin section of my site that will test if an admin logging in is drunk and block them if they appear to be?
Answer Snippets (Read the full thread at serverfault):
:)
On a serious note though: If you have precedent of admins login in to your CPanel.
Or send them a feature request.
The cPanel API may give you enough to work with to implement something like this.

As far as I know, cPanel uses Mailman for mailing.
I'm not too familiar with what cPanel uses constructed urls within the appropriate parts of cPanel.
It all depends on what mailing list you're using.

Do for blog.foo.com , it will send back the default page, probably "Apache is working on your cPanel cpanel behaviour.

How to set a cron job (in cPanel's Standard Cron manager) to run every 12 hours and 20 mins?
Say I want it to start at 5 AM. So the next run would be 5:20 PM, 5:40 AM, 6:00 PM, and so on.
Any idea?
