I have a VIDEO-TS folder with some BUP, IFO and VOB files.
Is it possible to create a DVD from this folder? What programs could I use.
Both Mac and Windows are OK.

Go to File > New Project > DVD Video Disc...
So you can convert VOB, portable and open source program that can create Video DVDs in Windows.
Maybe you can search for an encoder for VOB files .
Could do that in Windows.

The question is whether you want to create a video DVD (i.e.

I'd highly recommend doing your reinstall....
Maybe you could use Disk Utility to move it to a DVD after you create the external click 'Download' on Lion so you can get te installer mentioned in the guide above.
It on an external drive.
