I have a VIDEO-TS folder with some BUP, IFO and VOB files.
Is it possible to create a DVD from this folder? What programs could I use.
Both Mac and Windows are OK.

Go to File > New Project > DVD Video Disc...
So you can convert VOB, portable and open source program that can create Video DVDs in Windows.
Maybe you can search for an encoder for VOB files .
Could do that in Windows.

Do a quick Google search and you'll find that the US has a law that states that it is illegal to make, sell, or give away software that helps you rip DVD's. Ripping DVD's is legal, but you need to use software to do it.
