1) If a Debt is Statue Barred is a CRA allowed to place a mark against a credit file (assume that no acknowlegement within the 6 year window)
2) Can Uncollected Debt Marks i.e. searches beremoved

Nothing to do with the cra - the owner of the debt can yes, but if the debt IS SB'ed, then whats the point.
So you've got a late registered to the regulations.
If the debt is sb'ed
ideally it sould not be on your cra file.
