I'm looking for a hosting provider of IIS/ASP.NET sites that also allows access to Oracle databases (at a minimum they'd need to install the Oracle instant client plus Oracle ODBC drivers). Any ideas?

I personally have not hosted an Oracle database before, however, I do host RIA Service (Silverlight 3 "probably" allow you to install Oracle db and Oracle ODBC driver in case you have a decent budget that they are very flexible....

You can use that without doing any sort of Oracle client install which will....
If you download the free Oracle Instant Client you'd be able to use any JDBC or ODBC Database tool of databases, obviously including Oracle.

Is there a tool that allows me to change my password in multiple Oracle databases? It expires every month and I would like to change them all simultaneously.

This used to work.
You could change your password in 1 database (I haven't done this in a number of years - so try this carefully - Last time I did this was 7.3.4 and 8i) then copy the hash from database to database.

Maybe you can just select across the database link..
Create database link other_db connect; You may not even need to move that data.
Use a database link, and use create table as select.

That way you should just have to swap out the database....
You could look at either NHibernate or Entity framework for example - both have oracle and sql server support.
Using an ORM that supports multiple databases is the first step here.
