SQLite will read this data from a single file....
There's even a C# wrapper for it.
Something like SQLite has a small footprint and can be easily deployed with the application .
Well, one thought is to scrap the two-dimensional array for a database instead .

I solved the issue by demuxing in ProjectX (which corrects errors and resyncs audio) and then remux it in tsMuxer into transport... .
And buy newer tapes.
Just try to capture again.
Don't try to demux and do ugly stuff.
Re-capture the tape, use HDVSplit this time.
