I think only MS or a distributor would be able to answer that, but it
seems to me the purpose of that license condition is to prevent XPe/WES
based machines...

Dave and do the debug....
To debug your application on the XPE machine in order to ship
your product, it is okay to install VS to a newer version of VS at the
moment, so local debugging
is the most expediant way forward.
