Got a replacement switch from Cross Country, fitted it myself... .
Fortunately I was able to use my roofrack mounted spotlights .
My original lasted 14 years, then left me in the dark on a busy rural road in the North West, in the middle of the night .

From various forums it appears that AVG 9.0 disables Microsoft Defender. Is there any way to stop that behavior?

This is no longer the case....
I used to install AVG Free on all PCs that I worked on and cleaned/formatted for people .
They keep adding unnecessary bulk and don't have that great of a detection record either .
AVG has really been dropping the ball lately.

Can Windows Defender be permanently uninstalled/removed from my current Windows 7 installation, it can't be done through the Add/Remove Programs Wizard.

I do not think it is possible to completly remove without the aid of a tool such as Vlite .
Not that I know of, but you could stop it bothering you by setting the service to disabled .

The Windows Defender disc scan takes a lot of performance from the system. Is there any way for a C# application to find out if the disc scan is currently running?

You can probably determine this by looking up the process MSASCui.exe .
