Suppose an Oracle instance has to be recovered after a disaster. Do sequences get reset to the initial state, or the last saved state, or are cached values preserved?

As for cached....
Anything else would be fairly useless in terms of recovery .
Not that I have any experience with this, but I very much assume that a recovery to a consistent system change number state would also return the sequence to the last saved state .

If you had to audit a Java application for worst-practices when it comes to high-availability and disaster recovery, you would probably look for hardcoded IP addresses and suboptimal caching of bind handles. What else should be considered?

You can't really backup / restore both config database and search database:
restoring config database only work if ... .
In this case, if your tests of the restore process is successful, then yes, it is reliable .
Reliability is in the eye of the beholder.
