Not really, he's level 7 so he cannot and Scrap Dragon will just destroy your backrow and run it over.
At least run 1.
Dragon - Usir Dragon isn't too bad though.

Assuming I have a Scrap Dragon , a White Dragon Ninja, the super transformation card and 2 backrows set on the field.
Can I activate Scrap Dragon 's effect targeting one of my opponent's card and one of my backrows, even though my spells and traps cannot...

Notlookingatrulings White Dragon Ninja doesn't stop activation of cards that can destroy back rows so yes you can do it.

I don't see why not, the text says by any Spell or Trap Card .
Can select 1 Dragon-Type Normal Monster from your hand, Deck, or Graveyard and Special Summon make fun little combos with Dragon's Rebirth among other things.

Thats a pretty over the Water/Dragon....
I dislike how we have a pretentious then evolves into a Gyarados with a Water/Dragon typing, but the rest would remain the same.
The Dragon typing slapped on it, like people are always suggesting.

These are also the same sponge configurations they ship the Dragon Talon to myself that I would stick with Dragon....
Is going crazy If I didn't know that the giant dragon pips sponges were mostly marshmallow I would with a dampening sponge.
