For $140 worth of items it would be around $14 to eBay plus $5 or so item depending on your listing....
The selling charges for eBay are the listing cost, a few dollars per $650 to sell $140 worth of items.
Your question isn't clear.

Where did you get the 650 from?
If you do owe them money they can apparently get very nasty about getting it back. .
The only charges you should get are a listing fee, final value fee and paypals percentage .

Also keep in mind that the higher selling price is probably moot after eBay and PayPal take their cut and you pay to get screwed on eBay....
I'd sell it locally since it seems to get increasingly easier to get screwed on eBay.
