Hey 10 year rs vet here, in the last year iv only logged on runescape once every 3-4 months, well, last time I logged on ( 3-4 months ago ) everything was fine, But I went to the Runescape website and for the last few days...

Probably a few things:
1) If you're F2P, they don't show stats of F2P anymore... .
I doubt you were IP banned.

Your stats won't show up unless you are a member, Not sure about it not loading though .

Can a boost limit be added if the ECT (Engine Coolant Temp) is below some set value?

Your best bet is to install a temp switch that closes? i gathered it as he wanted to prevent being able to make high boost if the ECT is below a certain value.
I dont think the boost box reads ect..
