I can't translate that to money, as we have no idea about your energy bill rates.
You will save some money, but question should really be "Do I need looking at your hardware: 50-250W.
Want to experiment yourself.

I unattached my monitors from my PCI-E video card and attached them to the onboard video card. I'm not using the PCI-E card anymore. Is it using any electricity? Should I uninstall it? Will I save money if I remove it from my system?

Yes, it does use electricity it safe (but do not forget that computer....
I would just leave it in there.
Even if it is using electricity, it wont be much.

External drives that are not host-powered (which have to be wired to a power outlet with an adapter of their own) have at least 4 different power measurements .
You could lookup the technical specifications for you specific drive .

I think is an electricity fast, or at least it seems like it most times.

I should know this given my background... How did/do utility companies measure the electricity you use at each rate? I don't have one of those classic meters, but the utilities charged at different rates depending on the time of day, how did they do it...
