I know when you block someone they are notified when they try to contact you but when you unblock someone are they also notified?

Comcast keeps blocking emails from Neopets. Nothing gets to the spam folder; they bounce back. I tried looking for where I could add an exception and found none. Tried to delete my current filters but they're still blocked. I desperately need to get them...
