When i pick the phone up the dial tone is there as soon as i press the first number the engage tone replaces the dial tone can any1 help please

When I try engaging the throttlemeister it spins but does not engage. I believe someone once said to take a rubber mallett to it and give the bar end a few good whacks? Is this what I should do?

Took some initial adjustment though to get it too engage correctly.

Im assuming this is the starter, and it wont go up to engage the fly wheel there for it wont start.

I have an '02 4runner and it's taking several minutes for multimode to engage.

Without anything hooked up, the pto engages fine.
The only way I can engage, but have to shut the engine off to engage pto.
