See if you have any other software that manage startup such as those cleaning or optimize....
Www.microsoft.com/en-us/security_essentials/default.aspx and click on languages and locales at the bottom sure Windows Defender is off(or uninstalled).

Again though, once you have a virus, Microsoft Security Essentials is the (actual) better (free) anti-malware.
I personally recommend Microsoft Security Essentials .
Antivirus.
