Etsy Money Taxes

And I'm quite confused. Do you charge and report sales tax when you sell on Etsy? I know I've seen fab Etsy pages around here, and I'm debating starting one myself...but I wonder internet sales. I'm also confused about people I've heard say they don't charge tax because Etsy is a hobby...
