Just wanted to know because I really like Designer Skin but I haven't heard too many things about Privilege and people seem to say that they get really good results with Cypher Face and Crystal Faces.

I've been....
I've never used any of these.
However, I don't remember face DARK! Plus, it doesn't break people out often (which you will find with Crystal Faces).
It was specially designed to help those whose face doesn't tan easily.

It sounds like you actually need Picasa's face-detection algorithm....
I think assigning a face tag to an entire photo would probably mess with their face-detection algorithm.
Other than manually tell Picasa where the faces are.
