You can then walk to the Horseshoe Falls along the edge of the gorge in Queen Victoria Park , or catch the People Mover bus that will take you to all the Niagara Parks....
It is very easy to walk across the Rainbow Bridge, it's only about 1/4 mile .

I also rented a bicycle from Bike and Roll in DC for 2 1/2 days, got me around better I feel then their subway system .
I used Mega Bus to get from DC to downtown Toronto , it took a full 12 hours but got me there for $3.50 US .

Parking down at the falls is around $20.

Here's an example....
Not sure about the actual constraint, but you can use the function:
TO_CHAR(sysdate, 'D');
to get the day of the week as an integer, then do a small check on it
