One of the quietest fans you can get is a Nexus 80mm PWM Silent Case Fan .
Have you tried Startech Fans
Apparently the stock heatsink uses a standard 80mm fan.
A useful site for finding parts.

If I remove the heatsink from my processor temporarily, then later put it back without changing the heatsink or CPU, do I need to reapply thermal paste?

Cleaned my PC removed the heatsink to clean the fanThe thermal paste is there to provide good heat conductivity between the CPU and the heatsink need thermal paste.

Replace the whole thing, you'd want to hunt down a fairly short socket 478 compatible heatsink, 60mm exhaust fan, and probably a fan controller..

You want to plug the motor fan onto the radio slot marked batt.
The dual fan can cause problems with the bec.
I would go with the single fan setup.
Integy makes a heatsink with a fan combination.
