All I need to do is to put in a link to "frequently asked questions" on the footer and there is a debate going on about what label should be used for this link:

Why not dodge the issue entirely:

Following this it should be FAQs.
As for the other two, I suppose it depends on if you take Q, making "FAQ" the best choice.
It's not "FAQ's", which is grammatically incorrect .

Is there any Java FAQ equivalent of the Parashift C++ FAQ lite ?

It's more of a Q&A site than a FAQ site, but you could probably add links to the most common questions problem and my google-fu lead me to phpMyFAQ .
